Are 10 000k hid xenon head lights legal in Canada? or Manitoba?

-I want to buy some and I can't find anything about the laws on them. I also would like to know if anyone knows where I can get them? The whole set. High beams. Low beams dog lights and ballists. And what is the legal limit.
