-there are many things it could be depending on what fuel system the vehicle has (injected or carburetter), age of the vehicle, what brand, model and engine, etc

Could be: idle speed, idle mixture (if it is controllable), choke setting (if you Have one), timing, also some smog widget or airflow sensor going thermal or not working right. You may also have a stuck-open heat riser or AutoThermac (if it's a GM.)

Oil gets very thick when cold, so that could be it if ur lucky. If ur unlucky there could be a list of possible problems.
