Under body lights on car? Neon lights?

-My first question is, what are they specifically called? Second, are you allowed to have red under lights?( I live in Ohio). Third, where can I buy them?they are usually know as ground effects lights and you can buy them for just about anything with wheels, typically you have to go somewhere like a specialty store that sells them, here is a website that has hundreds of vehicle options for ground effects: http://www.andysautosport.com/ground_effects.html

i looked through and read the laws and there are no laws stating that it is illegal to own or operate a vehicle with ground lighting. the only restrictions are if the light is harmful to other drivers or is in excess of 300 candle watt power and hits the ground more than 75 feet away.
they are called underglow lights and it's definitely illegal to drive with them in ohio. but you have have them lit if you are stationary. here there is a customizing shop that i went to to get them done,. im sure you can find one near you i bought mine from amazon and for future reference blue and red lights anywhere on your car are USUALLY illegal because they are typically used on emergency vehicles.

But if you can actually do this, I really want to see that car...
